You only need to know if Metro is a GSM or CDMA network carrier and if Metro is a GSM carrier, ATT must have a roaming agreement with Metro in order for an ATT device to roam on Metro's network.

If ATT supports roaming with a data only plan for the iPad, if Metro is a GSM carrier your iPad would have a connection with Metro's network - unless Metro's network operates on a frequency or frequencies that is not supported by the iPad.
